Some states use all 6 grades (Highly Skilled, Skilled Grade 1, Skilled Grade 2, Semi Skilled Grade 1, Semi Skilled Grade 2, Unskilled) — e.g. Andhra Pradesh, Telangana, Kerala, Haryana, Chandigarh. Many others use a simplified 3-grade structure (Skilled, Semi Skilled, Unskilled) — e.g. Maharashtra, Gujarat, Goa, Manipur, UP. What Are Minimum Wages?

Minimum wages are the legally mandated lowest remuneration an employer must pay workers. In India, the Minimum Wages Act, 1948 provides the foundational legal framework, but each State and UT independently fixes and revises wages — creating a complex system with thousands of distinct rates across the country.

Multi-Dimensional Structure

Geographic Zones

Most states divide into 2–4 zones based on cost of living. Kerala uniquely has 17 city-specific zones, each with a different DA while the Basic wage stays uniform. Delhi, Haryana, and several northeastern states apply a Single Zone uniformly.

By Industry

Maharashtra has 8 distinct schedules: Shops & Establishment (3 zones), Engineering, Factories (3 zones), Drugs & Pharmaceuticals (3 zones), Cement (3 zones), Printing Press (3 zones), Cashew, and Seepz. The Central Government covers mines, ports, railways, and central construction projects across 3 zones.

By Skill Level

Workers classified into up to 6 grades. Many states use a simplified 3-grade structure. The government notification for each state specifies applicable grades via a Populate/Do Not Populate classification — which this tool follows precisely.

Wage Components & Bonus

The Basic Wage is the fixed component set by the state. Dearness Allowance (DA) is variable, revised every 6 months via CPI. Some states consolidate both. Special Allowance is Kerala-specific. HRA at 5% of Basic+DA is mandated in Maharashtra and West Bengal.

Under the Payment of Bonus Act, 1965, employees earning ≤ ₹21,000/month are entitled to a minimum bonus of 8.33% (≈ one month's wages per year) up to a maximum of 20% when allocable surplus permits. Payable within 8 months of the accounting year's close.

Code on Wages, 2019

Consolidates the Minimum Wages Act, Payment of Wages Act, Payment of Bonus Act, and Equal Remuneration Act. Introduces a National Floor Wage (currently ₹176/day) below which no state can set wages. Once fully notified, will substantially unify India's fragmented wage landscape.

Revision Cycles & Compliance

Most states revise wages every 6 months (Apr 1 & Oct 1) or annually. Employers must monitor notifications continuously.

Penalties for non-compliance:

  • Fine up to ₹10,000
  • Imprisonment up to 5 years
  • Wage register maintenance required
  • Annual return filing with state labour dept
Central Government Wages

Covers mines, oilfields, motor transport, stone breaking, construction, newspapers, and auditors. Uses 3 zones and all 6 skill grades — among the highest minimum wages in the country.

National Floor Wage

Introduced by the Code on Wages, 2019. Currently ₹176 per day. No state can fix minimum wages below this floor. Once fully notified, will create a unified national wage framework.
